Monday, June 8, 2009

The regular monthly meeting of the Hickory County Library Board was held June 8, 2009, 2009 at 10:00am in the Hickory County Library Community Room, at the Hickory County Library, 99 New Hermitage Drive, Hermitage, Missouri, 65668.

President Doris Frye called the meeting to order at 9:10am.

The following persons were present:

Doris Frye, President

Hal Geltmacher, Vice-President

Gerda Fitts, Treasurer

Eva Fae Cooper, Trustee

Sharon Barrett, Secretary

Stacy Coulsell, Library Administrator

Attendance was taken via expense voucher.

After adding the addition of Payroll Review to the New Business line, a motion to approve the amended agenda was made by Sharon Barrett, seconded by Gerda Fitts, all in favor and the motion carried unanimously.

The minutes from the May 11, 2009 meeting were reviewed, after reviewing the minutes, and having no corrections to be made, Eva Cooper made the motion to accept the minutes as presented, Gerda Fitts seconded, and the motion carried unanimously.

Administrator Coulsell presented the Administrator’s Report for June.  She reported that she and Gerda Fitts had accepted a grant check from the Hickory County Community Improvement Coalition for $500.00.  This money will provide a new book to children who attended the Library’s special programming during the summer.  Coulsell noted that she had contacted Ransom Jones regarding repair to the Library’s parking lot.  She also noted that new shelving had been ordered for the Library’s Young Adult and Children’s Area.  She reported that the Library would be hosting three programs during the month of June, on June 8th the Library would host Magic Mama who does a program on the environment, June 13th Teresa T. the Magician will perform, and on June 17th  Terrye Robins, a Christian Fiction author will speak. Coulsell also noted that she would be renewing her Notary Public license.  Gerda Fitts made the motion for the Library to pay for the cost of the renewal as a service to the community of Hickory County, Eva Cooper seconded, and the motion carried unanimously.

 

 

Administrator Coulsell presented the Financial Report for the Library, the balance as of June 8, 2009 was $116, 959.43.   This balance is the total of both of the Library’s accounts.    After hearing the Financial Report Sharon Barrett made the motion to accept the Library’s Financial Report as given.   Gerda Fitts seconded the motion, all in favor and the motion carried unanimously.

Coulsell presented the Library’s Circulation Report for the month of May.  There were 30 new cards issued with a total circulation for the month of June to be 4084.

Under President’s Report—there was nothing to report.

Under Association Report—there was nothing to report.

Under Friends---Board President Doris Frye reported on behalf of the Friends that there would be a program on creativity later that day during the Friends regular meeting and that the Friends annual book sale was slated to be June 10th thru June 13th

Under Old Business—the Board discussed the use of this year’s Equalization funds, the Board reviewed bids presented to the Library regarding the carpet, after reviewing the bids that were received Gerda Fitts made the motion to accept the bid as presented by Michael Hoffman to re-carpet the Library, Hal Geltmacher seconded and the motion carried unanimously.

Also under Old Business, the Board reviewed a policy concerning public use of the Library’s Community Room.  After much discussion, Gerda Fitts moved to accept the following policy, seconded by Hal Geltmacher, and motion carried unanimously:

 

Terms of Use for the Hickory County Library Public Meeting Room

The Hickory County Library Public Meeting Room is available by reservation free of charge to organizations engaged in education, cultural, intellectual or charitable activities for the benefit of the people of Hickory County.

The meeting room is available by reservation to commercial groups for a fee of $50.00 per use.

Reservations for use of the meeting room are to be made with the Library Director.  Reservations will be made first come first served.  Reservations must include:  name of organization, date, time, name and telephone of the responsible person.  The meeting room is available only during normal Library operating hours.

Organizations using the meeting room are responsible for removing all trash and returning all furniture to its normal position.

Smoking, alcoholic beverages, and firearms are prohibited in the Library.

Regularly scheduled meetings may reserve the room for six consecutive months and may renew reservation at the end of five months.

The Library Director is authorized to deny permission to use the Library meeting room to any group that is disorderly.

This policy may be amended by the Board of Trustees of the Hickory County Library.

Also under New Business the Board discussed the new minimum wage increase.  After reviewing the Library’s current pay scale and the impending increase in minimum wage Hal Geltmacher moved to increase the Library staff and Library Administrator’s hourly wage and salary by 3.5% to be in compliance with the upcoming increase in minimum wage.  Gerda Fitts seconded, all in favor, and the motion carried unanimously.

Having no further business, and hearing no public comment the meeting adjourned at 9:50am.

The next meeting is to be July 13, 2009 at 9:00am
